On sale non-ptac PSA premium uppers are probably your best bet in the budget upper category. I got a 10.5 CHF premium for $299 shipped in May. They pop up. Get the premium BCG for $99 for it when its on sale.

I've had good experience with uppers from Radical Arms. ...they have killer prices, plus they are throwing in a pistol buffer kit and Sig brace for an extra 50 bucks. ...can't speak on the 300 black out, haven't built one of there's yet.... just my 2cents

Just because everyone keeps dissing the PSA ptac stuff, I decided to try out a ptac complete upper so I could hate them too. I haven't shot it much but it hits exactly as well as my 2 Colts, S&W, DD, DTI, CMMG WASP, 2 Bushmasters and a couple of others I can't remember off hand who made them. I really don't see what all the fuss is about with ptac. I read somewhere that a couple of early barrels had partially un-rifled bores. But I'm guessing they rectified that right away.
