I don't know the name of it,
but it looks like a wildcat that was created by shortening & necking-down a 223 case to take a 17 caliber bullet.

I think it's a 12 cal.

.12 Eichelberger Carbine is a necked down (to .123 inch) 30 carbine case.

Okay, looking more closely at the ruler (which is very handy, and is used on a bunch of pics at some cartridge collectors' trading and selling website):

I think the case is a semi-rimmed pistol cartridge of about .35 rim diameter, so that could be cut down
from a .32 acp pistol.

And again, looking at the width of the bullet just ahead of the case mouth
and comparing that distance to the 1/16" marks on the ruler, I'd say the bullet is
a 14 caliber.

So then:

(But I don't "KNOW" this because I never found that exact same image at the cartridge collectors' website where that same clear plastic ruler is used on hundreds of pics of oddball rounds.)
