I was listening to a guy from Securit Tactical on a podcast, and he mentioned what they do...

Each lock comes from the lock company with a manufacturers code and a default user code set. At Securit they simply give all that information to the customer to do with what they will.

They don't keep any of it. That way, if asked, they can honestly say they don't know what the codes are.
