So, a broken rifle is okay in "firearms" but a rifle that cannot be made to fire is an accessory. Good to know.

We use the ATF designation of what is a firearm, as well as what is a handgun (pistol), rifle, shotgun, etc. A firearm that is broken is still a firearm. When you drop off a broken firearm at a gunsmith to have it repaired, that broken firearm has to be entered into their gunsmithing bound book.

A black powder rifle doesn't need a 4473 when purchased from a dealer so I guess we need to start listing them elsewhere?

List them wherever you want. If someone reports it, and it’s in the wrong section, we’ll move it and notify you,

"Black powder" is not always no FFL, Is it muzzle or breach loaded? Manufactured pre-1899? As cmshoot said, post it and if it gets reported we'll review it and move it if needed.
