I have recently taken an interest in long range precision shooting,and was hoping to get some good advice on a good beginners rifle,scope,and shooting range or just anything that you may think will help. Thank you
 
Savage 6.5 creedmoor is a good caliber and rifle. So are Remington 243. Vortex viper pst for the money. But honestly save your money and buy a Nightforce scope.
 
I'd get a Remington 700 in 223 or 308 if you don't reload.. Usually cheap ammo and readily available. If you do it often and enjoy shooting then get into reloading and high end optics... If you don't reload you will have to!!!!! It's truly the only way to make match ammo your gun likes.. Long distance for me starts at 600 yards I don't shoot less that that..
 
243 is a barrel burner if pushed as hard as they should be. For someone starting out, 308 is great, teaches the shooter a lot.

243 is a barrel burner but 308 has a good amount of recoil as well. Do you think a beginner that doesn't reload will put 1000 rounds down the barrel in less than a year? Probably not. If you go to competitions most guys are shooting 243, 6.5 creedmoor, 308, 7mm, 6mm

600< 308win 600-1400> 300wm

I shoot a xm2010 in 300wm, an m14, and a Scar variant in 308. I would honestly buy a long action savage bolt action, change the bolt face to 300wm, then buy a pre fit 300wm barrel and go, no go gauges. Boom rifle complete. 20moa base with a nightforce scope. The optic is where you want to spend your money. Vortex, luppymk4, or nightforce. If you want to keep it simple buy a bushnell 10x40 mil/mil 20moa base and build a savage. You can do it in your garage.
 
Remington and Savage both make very good factory target rifles. I prefer Remmys because they have more aftermarket accessories, and hold their value better. If I had to recommend one cartridge, it would be 6.5 Creedmoor, with .308 being second. The Creedmoor is accurate, flat shooting, shoots high BC projectiles, and has factory match ammo available. (look at the Savage target rifles for Creedmoor). The Remington 5R in .308 is also a fine rifle.

Scopes. Vortex, or Sightron. Both are fantastic scopes with good glass, track well, adjustable turrets, return to zero, and can be had for under $1000. Make sure you use a quality base and ring set. Pm me if you need any help.

For a beginner 300wm may be a little too much. Not to mention if he's not reloading heavy on the pocket. It would be like buying a S&w 500 as your first revolver.
