For hitting a 1000 as a beginner, take a look at the Savage 12 LRPV in 6.5 Creedmoor. I've always been a Remington guy, but the purpose built Savage rifles really do the job quite well.
A 6.5 Creedmoor is one of the best calibers for true long range shooting vs a .308. Realistically, the .308 is an 800yd cartridge for a decent shooter, but it takes some skill to get past that. The 6.5s are much more efficient projectiles and getting to 1000 is going to be much easier to shoot with the better wind cutting abilities and less elevation required vs a .30 cal projectile. The other benefit of a 6.5 Creedmoor is the factory available ammo with 140gr weight projectiles.
Finally, good glass is only part of the equation as reliable optics make the difference with long range shooting. Without going full Nightforce salesman, being able to reliably adjust for your dope and retaining your zero are rather important for successful long range shooting. Fortunately, a used Nightforce NXS or even a Benchrest model can be found at fairly decent prices and are fully up to the task of shooting for many years to come.
In all, with decent optics and a decent rifle, plan around $2000-2500 for a 1000 yard setup.

My experience in long range shooting is by today's standards next to nil.
I considered shooting groundhogs, crows, and other small pest at three to maybe four hundred fifty yards long range. That doesn't hold much value today?
I never felt under gunned or burned out a modern 6mm/.243 Win barrel. On a good day the .223 Remington was quite capable at these distances using the stubby lightweight bullets of the day.
With modern ranging technologies and glass capable of accurate tracking I'm sure the distances are chip shots for many shooters now.
My advice is a stable platform. A stock that not only rest well, but has the proper length of pull. Too many adjustments runs the price up and are a distraction for me.
A scope with ample internal reliable and repeatable adjustments. Again, not a bunch of useless crap. I have nothing but praise for the Vortex Viper series I've owned.
Patience and practice. Rome wasn't built in a day. There's more to becoming a decent shooter than holding the crosshairs on target and squeezing.
For me, in an affordable production rifle the Savage line would have to be considered.

What Do guys think about Millet optics? they are one I have been considering to put on my long range set up
OP said beginner rifle and scope. I doubt he wants to start with a .338 Lapua, or a fifty. I doubt he wants to start at 1700 yards. Suggestions were for beginner rifles, and scopes, and calibers.
