If the military every chooses a new sidearm, will old issued M9s be available to the public via CMP or other retail options?? I don't know much about the CMP or how they operate? Or is it possible the military would sell these handguns through another way?

Not for a long time probably. The M9s would go to the Navy, Guard and Reserve stocks, the USCG, and then give aways to foreign governments (MAP). The unserviceable ones you don't want.

it would take an act of congress to have the CMP sell pistols.. right now they can sell air guns, MI Garand and the M1 carbine...

Well yes approved to sell 1911 but it may literally take years.

In theory the people who pay for the weapons initially would have an opportunity to purchase said weapons at "some" price , name it but the asshats in DC would rather destroy , in fact pay someone to destroy said firearms rather than sell to the citizenry.

I would bet less than 20 crimes have ever been committed with a CMP firearm.
