need help from a computer wiz

If your time / date is not staying current you have a problem with either the battery on your mother board and / or power supply, the battery is recharged by a voltage source from the power supply.

Is this a new feature for mother board batteries? All that I've fooled with were regular button cells and not rechargeable.
 
Dell computers have been using this for years , not really sure about the cell recharging , but will not drain when the power supply is powered . Just stating what I was told by Dell tech when I was having problems keeping time sync between 20 / 25 different computers , when taken off line and powered down the battery had low terminal voltage and the clock ran slow , after removing the battery and powering up the computer and checking the power supply voltage it was low , replaced the power supply the battery , problem resolved .
