Well, there's always the option of a .308 and a target at 600 yards. In my opinion that's too much trouble- I smile and nod a lot around people like that... while backing away.

Documented metal health issues...........not a chance of getting selected for sniper. Probably not even recruited.
You better hope he wasn't a sniper or you'd better find some cover.
That's what I was thinking. When I tried to enlist, I was turned down because I had 2 strikes, GED instead of diploma and a juvenile criminal record. With those 2 minor strikes preventing my enlistment, I would think documented mental health issues would be an instant NO.
