Norinco yellow box .223 ?

This just fell in my lap as part of a small ammo trade, and was wondering what the story is. As is typical on the interwebs, info is a bit scattered.
It's brass cased, appears copper jacketed (but may be copper washed bi-metal like the Rusky stuff). Headstamp says:

It shoots pretty well, there's nothing too special about it.

Not to special but it is brass and reloadable. Might be worth .05 over WWB or Federal American Eagle ammo just due age and coolness.

Walmart sold this back in the 90's. I still have a few boxes. It shoots fine.

Blew through thousands of rounds of it back in the day. Still have some of that brass for reloading. Pretty decent stuff too. Brass was always easier to clean.
