What are Form 3's running? Waiting on a transfer submitted 11/28.

What the heck is a Form 3? Why 5 weeks for them and 8 months for form 4?

Transfer from one FFL/SOT to another. So for example if you bought a can from a dealer out of state, they will transfer it to a dealer in GA on a Form 3. Then you add the 5 weeks onto the 8 months.
