Question about some freshly cleared land

I would heavy spray with a good herbicide first you need all that you mowed killed.you may have to repeat a few times.if you just wanting grass.
Are they any stumps
Good cross cut harrow should help with small roots
It will unbelievable how much it will all grow back in a spring and summer.
Are there enough fuel on ground to burn it off.

I think annual ryegrass is the cheapest and comes up the earliest.
Is the rough bluegrass you speak of also know as red fescue? Sounds like it - makes a great yard, just got to spread it thick
