Recommendations for a Spotting Scope - Out to about 400 yds

I know this one will get somewhat spirited - because I'm on a budget - but what's the best bang for buck on a spotting scope that needs to be 'good' out to about 400 yards if I'm on an $800 budget?

I'm shooting targets, not game, so I'm not awfully bothered about weight, and given the application, I think something around 15-45 magnification should be sufficient - but correct me if I'm wrong.

You're in budget. Get some good glass. You could even buy used. There have been a few on here for sale

go look through several sizes , brands .
