Eezox is the best rust preventative I've found.
 
Use a light pressure with the steel wool and take your time. This is the method I've used on blued finishes.

+1 Flitz works well too as long as the finish is glossy or shiny. Don't use it on matte or park'd finishes.
 
0000 steel wool DRY. And change pieces often. Shaking the debris off of the steel wool and blowing the dust off of the firearm surface. The rust being removed is an abrasive if you put oil on the gun or steel wool it will retain in the oil and cause damage to the finish. Oil after using steel wool.
 
Not sure about gun finishes but on chrome on my motorcycle, loosely ball up some aluminum foil, dip in water, and scrub the piece - it removes the rust but doesn't leave a mark on the chrome.
