I thought about SS but there system isn't that portable or tough

Probably most portable of any devices; you simply plug it in. Base unit includes battery and all functionality, then you add motion and/or door/window sensors. Ten minute setup. Not sure what "tough" refers to as they are standard sensors with no wiring required, further simplifying installation.

There system is designed to be indoors no exposed to the elements,
It has to be water proof and heat and cold proof as well

Based on your needs, I am guessing you have a budget of >$2,000. Remote monitoring in NEMA enclosures, under all conditions, is pricey!

I've heard of a sort of trail cam that phones home via cellular. With a Sim card. Link below. I've never used one but search for trail cam and sim card.

Also, you could make get an old android phone and put an app on it. Have it in a box, with power off of a larger battery and get it to text you based on motion.

I was going to suggest that, but really, any alarm system he has is just going to let him know hes been robbed, because the response time for LEOs or himself will be to slow. Id focus on passive obsticals and deterrance.

Point well taken but the alarm might scare off the burglar

Even with a battery based system you will need a charging source. Solar is okay but it is often impractical for wooded locations. A generator on a timer may be an option.
