No idea but that’s what the rules are. Any transfer is $200 except form 3 from manufacturer to dealer. After that it’s all Form 4s (and $200 tax each time).

You don't have to use a dealer for an in-state nfa transfer.

Some will, but they charge. There used to be one, who I won't name, that would hold the item and the money and do the paperwork. I never figured out how that was legal. And they charged $150 to do it.
