It seems this was addressed again in the bill signed into law in 2014, but here it is again. You are bound only by noise ordnances in existence before your range began operations and local bodies can't "law you" out of busines due to noise complaints.

I see my club's secretary has been digging up old files, LOL.
 
A brilliant young lawyer brought this issue before the Georgia Supreme Court in 2001, and the Supreme Court ruled unanimously in favor of the gun club. The case has been cited many times over the years to keep gun clubs from being closed down, and actually cost a couple of county commissions big buck for attorney fees for the clubs that they were trying to shut down.
