Shipping a stripped lower

can an individual in Georgia ship a stripped lower to another individual in Georgia without going through an FFL?

good question, since it is occupied as "other" on the 4473

I believe the answer is yes, but not by US Mail. I was told you can ship pistols through a contract carrier, but only within the same state. Since a stripped lower are typically undeclared as a rifle or pistol, I would speculate the US Mail would not be the way to go.

I've done it a few times. One complete lower as well. I think I always used FedEx...I only have a UPS Store nearby and I don't use them for ANYTHING if I can help it.
