So when is the deadline that they have to vote on the bans?

There is no base line for transfer's, so any legislation wont stop private sales. The only thing you'll have to transfer at a FFL is something that was purchased at a FFL post legislation. Everything else will be impossible to pin down to pre- or post transfer in terms of ownership. 300M guns out there that are mostly un-registered, un-accounted for in terms of ownership, so I dont see how this will ever be enforced. Transfers at FFL will be very very hard to enforce, if not impossible for guns that were purchased pre legislation.

I think to make this work, they will need to grandfather in private sales to guns that were purchase pre-legislation. Otherwise they will need a couple hundred thousand ATF agents combing the internet and trying to arrange private sales and busting people.

Well you're right. If this background check passes, I wonder how they going to enforce it? I can just say I sold that gun to that guy when there wasn't a universal check. :P

Like what the NRA been saying, you can't do the universal background check without universal registration.
