If he lives in a known flood plain there is not one insurance company that I am aware of that would write flood coverage that is affordable. Fl0od coverage in high risk zones is underwritten by the NFIP. As to insurance companies being a scam...there are some good carriers out there.....I have had nothing but positive experiences with USAA, Nationwide, and Metropolitan. A lot depends on the adjuster and your understanding of the policy.
