Previously Arrested 12 times. On Clay and Buck, they pointed out the statistic that the average number of prior arrests for a murderer is 11.

Like the California 3 strikes law. There is something to be said for identifying these repeat violators and remove them from society before their offenses escalate.

Something has to be done to encourage these offenders to stop repeating their criminal activity. We don’t have to treat EVERY person arrested as a virgin first-time offender. Speaking of which.

Oh! you are convicted a second time for carjacking/robbery/burglary? Your sentence is automatically doubled because you didn’t learn the first time! Want to go for a third time? This sort of reform needs to start with the first contact with a juvenile offender.
