Which is exactly why the ATF will likely be sued over this, since they flip flop on different subjects. The thing is, depending on THAT ruling, the ATF doesn't need to create a legislative law, because they now have case law on their side which could help us, or hurt us very bad.

Well in this case the ATF will do what they always do - whatever they want. They screwed up here, and let it slip through. When the law firm made the offer, there were several people saying they were going to attempt it, and I am guessing this one slipped through the cracks.

So AOW stamps were always $5?
No, they weren't.
AOW was originally $1. It was changed later by Congress to $5 - once again a law.
ATF does not have the power to change those amounts.
