According to the builder who just called, the local EMC requires the space between the inside breaker panel and the exterior meter box to cut back the amount of bend in the PVC, whatever that means.
Sounds like horse ****..you can have 360° of bend in any pipe run... again commercial guy. And besides all that bull****, the panel inside should be directly behind the meter...straight nipple from panel to panel. Or the wire ir ran over to panel location.
 
Do you know if you will have a weather head or under ground feed? And is there big grey service wire coming out of the back of meter?
Looks like a Jerry way to stand off for siding. Not sure here.
Easiest way is to ask there bosses Boss reason for said “mounting structure” and then double check with the inspector.
