It’s coming from underground vs overhead. The panel box is behind the meter box. The builder is now saying he can take it off and mount the meter to the wall. (Duh) called another local electrician and he said he’s never seen that either. The issue is there will be brick on the outside up to about 24” then vinyl from there up like at our old place (see picture). It’s in the same county with the same EMC service and they bought Off on the pipe bend there.
