I can't comment on the law but I can relate a story.
when I lived in Alpharetta we had a drunk Hispanic guy who was visiting his family members get into an altercation with this big drunk bubba dude that was complaining about their mariachi music thumping so loudly.
One thing led to another and bubba discharged a pistol into the ground on his property.
The cops came and talked to them both.
Nobody was arrested, both men shook hands, the music got turned down and nobody got hurt.
Not sure if the cops were supposed to make an arrest but it looks like the cops used a common sense solution to replace Zero tolerance.
Now if we could get schools to follow that philosophy......and gun laws.
