How so? I realize that it probably should have been brought up sooner, but I was quite literally was unable to stop what I was doing and do that at the time. I was just looking for some input here on if I'm overthinking this.

Probably overthinking it...we have strays come out on road crews while working and you try to toss them out of the road ASAP because, God forbid the public slow down!!! I'm sure that's all that went through the officer's mind in this situation.
