what all would i need to deer hunt? im 100% new to the idea

Last time I went deer hunting was 1976. Do I need to take a hunter's safety course and do I need a hunting license to hunt on my own land?

I've hunted deer with my SKS and commercial soft-point ammo. (But I didn't even get a shot at one.)

It's "not the best choice" but not a bad choice either for close range shots at white-tail deer here in Georgia. I think it would have worked fine for any front or broadside shot.
I tried to get a scope base and rings on my SKS by replacing the receiver cover, but the new one wouldn't fit.
So I left it open-sighted and gave up on the scope idea. I can go to 100 yards and keep my shots in the vitals of a deer-sized creature at 100 yards.
