so are they trying to lead a deer somewhere?
I would guess trying to keep a deer on the power line longer.I would just pile it up and let em return like a salt lick.
This is in Dekalb county, no hunting allowed, deer season is over and this stuff was fresh. Maybe he sneaks out there with a bow during the season.

Years ago I was invited to hunt hogs on a farmers property (I hunted them with dogs) and as we were walking through the woods around some of his fields we found some piles of sim looking white powder. I pulled my dogs out and when I asked him about it he said he had put out poison to try and kill the hogs and coyote (woulda been great if he told me that before I sent my own dogs out hunting, but they all ended up fine and I never went back). Anyhow, all that to say maybe its something like that where someone has put out some poison to get rid of a particular type of game.
