The ratchet type wrench is the giveaway. looks to be a early bullet sizer/luber.

slide that ratchet up and off, then slide the orange cap up.Should be the grease/lube reservoir.
The sizer dies go on the other side.when you operate the handle a ram forces a cast bullet thru the sizer die,crank ratchet,lubes bullet.lower handle remove.
