What is this ammo?

Got this 223 ammo supposedly its called dragontail. But unable to find anything on google. Anyone have any idea what this is or what its function is.

I have heard of them before the you tube Russian guy had some I think if memory serves me cross between tracer and incendiary

Yea it's an incendiary tracer. Unless someone just painted a regular round.
