    I have dealt with this before. Go to the DMV and apply for an abandoned title. You will receive an all new title in your name in the mail. You then have the legal right to dispose of the vehicle as you see fit. Sell it, recycle it, blow it up, whatever you want.

    I went thru the same thing. Had to hire an attorney, did not cost much. They are doing their job being overly cautious handing these things out. I have to deal with this at every renewal as well.

    Anytime a Law Enforcement officer is murdered it is sad. You could not pay me enough to run around and deal with the dregs of society the way they do. I would lose my cool on the first day and Rodney King somebody. Horrible story.
