12/22 Update: I need a GOOD boat mechanic.

Please try some sea foam. I will even buy it for you if needed. It would have been much easier if it ran but it does work with any fuel problem and evidently no one knows what is wrong so it could be fuel for sure. Look at some of the many youtube videos on sea foam and you will hopefully learn and be convinced to try it. Once you see the results, you will not be without it.

Let me know if I need to buy it online and have it shipped to you. Send me name and addy in PM and I will. What do you have to loose?
 
After reading this, My best guess is that your ignition primary or secondary is going to ground in the water. Check for 12v to the coil(s) (In the water) If not 12v, There is your problem.
If there is 12v.
Test this out of the water (because it will not run in the water) , check for high voltage on the block or grounding system. Warning It has quite a bite ! It will tighten you up !
This is a problem that gets confusing because the engine may run fine out of the water but fall flat in the water. And it is kinda common

Unfortunately, I don't know chit about electricity.

Would it cause a situation where it would run sometimes in the water, but not others? Also, what is happening now is not what was happening before this latest "repair".

What's happening now is that it simply won't start at all. It turns over fine, but there is no sign of the motor trying to catch. It's like it's not getting any fuel at all. I tried several times over a few hours and turned the motor over quite a bit, but never smelled any fuel. They changed out the fuel line, checked the function of the VRO and replaced the pulse limiter. I think somewhere along the way they completely stopped fuel flow.

Seafoam is good stuff, but if he ain’t getting fuel to the carbs, he won’t get the Seafoam there either?
 
Sell it..........charter a boat each time you want to go out. It’s cheaper than owning. Lol
