2000 Honda Civic low voltage on the oxygen sensor

Some older friends of mine have a 2000 civic. They asked if I could check it out.

It had a power steering leak. Found and fixed.

It has 260k on it. Engine has about 120k.

Complete exhaust about 8 years ago.

I changed both oxygen sensors. They had never been changed.
Car has never failed to pass emissions till now.

I unhooked the battery. Changed both sensors with new Bosch ones.
Connections are firm ,dry and corrosion free.

24 miles into its 1st drive the engine light came back on. :(
 
P0420 is the code from the reader. Looked it up and its possibly a bad converter :(

Got my truck to pass . Now back to the Honda.

Go buy a plug non-fouler for $7 or so. Drill to correct size and install in the bung then the O2 sensor. Keeps it out of the stream enough to pass. Then you can gut the converter if you had to.

My own vehicle now has 2 codes Ive got to address :(
Check one thing - remove the heat shield from the exhaust manifold and it's likely that you'll find a crack in the manifold - leaking and causing the bad reading. The converter is part of the exhaust manifold and fairly cheap on Amazon, but you might be able to fix it with JB weld or similar epoxy for exhaust.
