20yr old Son wants a handgun

But a guy under age 21
is not old enough to be eligible for a weapons carry license (unless this person is a member of the military.)
That's the point - a passenger (not in his car) has to be 21 to carry a handgun or possess it in an automobile. As far as the passenger is concerned, he is "in public".
 
But a 20 year old DRIVING
a car that is titled and insured
in his daddy's name....

...is that young driver using HIS car?
IMO and the opinion of most of the local LEO, yes, he is using his car - just as much as if he were driving a car he leased ( the unlikely event he could lease one), or a daily rental car

A harder case is anyone of any age driving a company car..
