While I love 10/22s as much as everyone else, my vote would be Marlin 39A lever action. A little bit nicer than the Henry and a little faster than a bolt action, but not nearly as fast as a semi auto.

Just be sure to look at the rifle if your looking for a 10/22 tactical..... I didn't and mine doesn't have iron sights, it's an optic only model.

Shot or bolt action lever or pump

Most youngsters , if they have a autoloader just want to see how fast they can empty the mag

Not how accurate the shot placement is

I vote for a bolt gun . My son got a marlin single shot bolt from his granddaddy . They started shooting it at about 3 years old ( yes 3 !!). He LOVES that gun and it will always be special to him ,not to mention he can shoot paintballs at about 40-45 yards all day long . He takes his time a makes the shot count .
