I have no problem shooting to kill if it came down to it. The owner has had 7 years to establish contact. I only have one way of letting him know his dog came on my property. Ufortunately for him it doesnt involve words.

Make the owner aware he has a problem, & that you’d hate to have to defend your wife from his dogs.
Here neighbor, here is a copy of the police report documenting today’s incident.
Just call the cops, but make sure your dogs are inside behind cover first.
It’s too easy to be caught off guard in your yard- especially like the wife carrying groceries, going to mailbox, yard work, etc. I’d get a police report and ask them to contact neighbors asap. If it happens again, you don’t know where they went.
^^This is all you can do. I understand you don't want to shoot the dogs but if they threaten you or your family and its you or them, time to skin that smoke wagon and let her rip.
Call animal control and have them talk to the dog's owner.
Had sorta the same thing happen,was told the only way I could shoot the dog was if it was attacking a person,
told them if it came back in my yard it would be attacking me and I would shoot it,they took care of the problem.
