At what point does an Ar lower become classified as a pistol/rifle?

I was wondering who in the heck he is even "registering" them with.

The old form 4473 used to only have 2 options under section B question 18....Rifle or Pistol and has since been changed to included a third option to assign a firearm as a reciever or frame. I have several recievers assigned as pistols. Would think the biggest rule here would be to never take a "factory built rifle" and convert it to a pistol. To go from pistol to rifle is not the issue.
 
Buy either a lower marked as a pistol lower that has never been anything but that or buy a virgin stripped lower install the pistol tube and a lpk of your choice get a upper of your choice and you have a AR pistol
 
Not true. The current 4473 forms transfer a receiver as a 'receiver' which can then be used to build either a pistol or a rifle. (Which is why the 18-21 age group cannot buy receivers through FFLs.)

What you build it into the first time determines if it's a pistol or rifle.

Not logical, but that's the way the BATFE seems to be interpreting things these days.
So what your saying, is always state to the ATF man, you originally had it has a pistol and it was never a rifle.
