They don't. They ask who is the transferee or the buyer. Either/or.
To be fair, it says buyer/transferee not buyer or transferee. Semantics matter to the aft

When dealing with government alphabets and inspectors I have learned they each may see a different perspective than the guy you dealt with last month.
I document everything they say.. date, name and comment.
