Can I take an AK pistol and extend the barrel 16" and add buttstock WITHOUT ATF paperwork?

I am thinking of getting one of the Hungarian pistol AK's in 223 and make it into a rifle permamently. I would pin and siver solder a 5.5" flashhider to get the barrel to 16" and weld the buttstock "trunnion" on so I could bolt on a buttstock to meet all barrel length and OAL requirements. By doing this I will not need any ATF AOW, SBR, etc paperwork or am I wrong on that?? Thanks

Im not an expert, but my understanding is:

It is Perfectly legal to go from Pistol to rifle. If this is a imported pistol and you go to a rifle 992r applies, so you need to count the number of US parts and make sure you comply, 16 inch barrel, stock. I dont think the rear trunion needs to be welded, I think it can be riveted.

Also perfectly legal to put a sig arm brace on it, and leave the barrel at whatever length, then you could keep it as a pistol and not worry about 992r parts counts.
