That appears to be an initial start of a auxiliary power unit (APU) that was overhauled and placed in storage until it was installed on an aircraft. I ran the Propulsion Branch at Moody AFB for a year before going to the flightline.
After overhauling an engine, we would do a test run one of our two hush houses (think giant muffler). After the engine passed and if it was not immediately needed for an airframe, we'd "pickle" the motor with oil (can't remember what type).
When that motor was installed and fired up, it smoked like the devil until the engine started burning aircraft fuel. Same thing would apply to an APU.
