Derringer Rig. You've seen them in movies but has anyone actually seen one?

I could see it being an AOW, because that category includes pen guns, suitcase guns and the like.

Technically, a rifle is a weapon designed to be fired from the shoulder. The forearm deployment rig is far from shoulder fired.

I guess it depends on the design, and how it attaches to the gun. AOW or SBR, you're SOL with the ATF.
