What is the point of these opioids?

The drug is liquid and absorbed quickly under the tongue. In a battlefield situation a person could easily administer a immediate pain telease dose or a knock out dose to a traumatically injured individual without having to set up an IV or prepare an injection.

Fast, efficient, effective, low tech. Every troop can be trained to quickly administer a pain relieving dose to a buddy who just got his leg blown off, without waiting for dedicated medical personal to respond.

The biggest issue is the drug is an opioid and is very addictive. The possibility of abuse and addiction is enormous.
