Get over yourself this needs to be done. There are people that travel from out of state with the sole purpose of jacking up the riots and getting people worked up into a frenzy. This type of behavior should not be tolerated and dealt with in the harshest way possible in accordance with the law, and if that means adding new laws to the books then so be it. Maybe you're sympathizing with the rioters because you are one of them.

The U.S. Constitution prohibits the states from putting restrictions on interstate travel. It's in the original part, so it was bigger concern for the founding fathers than free speech, freedom of religion, jury trials, gun rights, and anything else in the Bill of Rights. There was an actual fear that some of the states might erect border controls, and tax citizens and goods entering their states. Having just fought a war over unjust taxation, the founders did not want an internal system of tariffs and restraint on moving between states.
