148gr hollow base wadcutter over 2.7gr. Bullseye. Small pistol primer. Done deal. Mild recoil, not ear splitting report and more accurate than the shooter is able.
Yeah, target wadcutters, 148 gr. Totally flat front.
I'll tell you what's not a really weak and mild load-- all those standard pressure "range ammo" loads featuring 130 gr. FMJ bullets. They have a full powder charge behind them and probably reach some significant velocity. They FEEL like powerful, serious loads in my J-frame snubbies (alloy framed).
P.S. Yeah, I just checked the internet from a Google search and many owners of chronographs are reporting that the 130 gr. FMC loads from a .38 spl standard pressure are moving at 900-950 fps, while the 148 grain wadcutter loads are doing 700 - 750 fps. That's going to mean a significant difference in recoil and muzzle flip-up, too.
