These programs are as misguided as any brought forth by liberal officials.
Basically, the local authorities indirectly sponsor illegal activity by saying the will not ask where the guns are coming from. Need quick cash or a gift card - steal you neighbors guns. I am sure the drug addicts, etc. figured that out a while back.
