Couldnt find it anyplace. But how early can you 're-apply' aka 'rewnew' a GWL?

Here in Tift county you go to the Probate court and pay $82.50 and go through the whole process again. fingerprints and all. Wait a week an it will be in the mail.
But HB60 says it removes fingerprinting for "renewal" licenses. But technically there is no such thing as a renewal. So Im confused.
Yea here you have to complete it all over. you can opt out of the fingerprints but you have to provide a SSN and it usually takes a while longer so they can run your background an extra week I think.
I was just in there the other day to get my address changed an was asking the clerk about it. My dad has something wrong with one of his hands an caused his pinky finger to draw up. Surgery fixed it for about a year an then it done it again. So getting that finger into the machine is a no go. An she told me about the SSN an extra wait on background.
You have to go to the probate court to change your address? What?
To get an upgraded weapons licence with new address on it...
