Wow, that's a terrible install. I'd be pissed. I would call the Inspector, tell them who did the job, and see if it passes. My guess is it wouldn't and then he'd have to do a whole new install (or pay to have someone else do it, which I suggest).

The AC works and that is important. They should have at least installed a filter rack.
