I think the out of towners are going to get screwed. Just traveling through the state and slip into the wrong lane at the wrong time. One month later a ticket shows up in the mail.

It definitely is causing more traffic problems. No one is using that lane. I was sitting in traffic next to cars with 2 and 3 people in them today while that lane was wide open!
