This RCBS kit is what I'm leaning toward. It's just over $300 which will qualify for a $50 rcbs rebate, and midway will also give $35 of a $350 purchase.

Does this kit contain everything I need to get started beside dies? Any upgrades I need to make, or another kit that I should look at?

I'll probably start off with 5.56 and 300aac. Any general advice is also welcome.

It's there anyone local that will let me sit in on a reloading session?

You will eventually need a case trimmer. This is the part of reloading I hate. Handgun never seems to be an issue, as I have never trimmed handgun brass. But rifle, dependent on the stress on the brass, will require the case to shortened as it grows from repeated firings, then eventually fails.
 
A Lee trimmer works great unless you are trimming hundreds at a time. Get the wood ball handled cutter#90275 , and a pilot - guide for each caliber. Around $15 bucks for all you'll need.
