This is a terrible invasion of privacy and a ridiculous example of what our Gov agencies can and will do. Unfortunately, this type of invasion is going to continue and get more invasive, I am afraid. Animals today and us tomorrow! What ever happened to our rights?
One other tangent, if you are one of the people not returning your buggy to the highly convenient designated area, you are part of the problem and not the solution. Who in their right mind thinks that is okay.

I like to think that if that were me, I would hunt down the neighbor that pimped on me and repay him in some equivalent manner.

Peanut was kilt because he bit one of those dick animal control officers who were just doing there duty. Peanut was killed so they could test him for rabies (never mind the fact he's been a house squirrel forever) to ensure the ahole that apprehended him went home to his family without issue or disease.
